Creates a new "miniature on-road vehicle" category for imported foreign vehicles with valid title/registration from the exporting country, operating between 25-65 mph, under 80 inches wide, under 4,000 pounds, with four or more wheels and steering wheel control

Allows miniature on-road vehicles to operate on municipal and county roads (unless locally prohibited by ordinance) and cross state highways, with a $20 annual licensing fee and ad valorem tax based on $100 valuation

Authorizes courts to order installation of "intelligent speed assistance devices" on vehicles of persons convicted of reckless stunt driving, limiting speed to no more than 20% above posted limits for a minimum of six months, with violation being a misdemeanor

Changes traffic citation procedures so that signing a citation is now optional rather than required, with refusal to sign noted on the citation and the person still receiving it

Prohibits fingerprinting for window/windshield tinting violations and takes effect October 1, 2025 (with certain license plate provisions effective January 1, 2032)
