Catoosa County Board of Education must adopt a balanced budget where total appropriations from any fund do not exceed estimated fund balance, reserves, and revenues

When the state fully funds the Quality Basic Education (QBE) Formula through appropriations, the district budget must be balanced without spending down fiscal reserves

Exceptions to the reserve spending prohibition apply during declared states of emergency or when actual revenues fall short of projections due to circumstances beyond the district's control

Amends the original March 30, 1993 Act that reconstituted the Catoosa County Board of Education
