Creates "community development districts" as independent political subdivisions that can finance, build, and maintain public infrastructure including water/sewer systems, roads, bridges, stormwater management, parks, and security facilities for new developments

Districts are established by petition to local governments, governed by a five-member board of supervisors initially appointed by landowners, with voting transitioning to qualified electors after 6 years (or 10 years for districts over 5,000 acres)

Grants districts authority to issue bonds (up to 30-year terms), levy special assessments and ad valorem taxes on property within district boundaries, and charge fees for services—with all debt backed only by district resources, not state or local government obligations

Requires mandatory disclosure statements in all real estate sales contracts within districts warning buyers of potential taxes and assessments, and mandates annual public meetings and independent financial audits

Effective date contingent on voter ratification of a related constitutional amendment in the November 2026 general election; if not ratified, the Act is automatically repealed January 1, 2027
