Requires insurers offering Medicare supplement policies to individuals 65 and older to also offer policies to individuals under 65 who qualify for Medicare due to disability or end stage renal disease under 42 U.S.C. Section 426(b) or 426-1

Prohibits insurers from charging premium rates for Plan A, B, or D Medicare supplement policies to under-65 disabled/ESRD beneficiaries that exceed rates charged to 65-year-old enrollees

Caps premium rates for all other standardized Medicare supplement policies for under-65 disabled/ESRD beneficiaries at 200% of rates charged to 65-year-old enrollees, and prohibits waiting periods or preexisting condition exclusions for these individuals

Creates a one-time six-month open enrollment period beginning January 1, 2026, for individuals currently enrolled in Medicare due to disability or end stage renal disease to enroll in Medicare supplement policies

Effective January 1, 2026, for all provisions except rule making authority, which takes effect upon approval by the Governor
