Defines "injured party" as a person alleging injury by a third party's acts or omissions who has received payments from a benefit provider, including estate representatives

Applies to payments for healthcare expenses, healthcare services, disability payments, lost wages, and other insurance policy benefits

Takes effect upon Governor's approval or upon becoming law without approval
