Prohibits public school students in kindergarten through 8th grade from accessing personal electronic devices (smartphones, smartwatches, tablets, headphones, etc.) during the school day, effective July 1, 2026

Requires local school systems and public schools to adopt policies by January 1, 2026 that establish device storage methods (lockers, locked pouches, designated classroom areas), procedures for off-site events and transportation, and progressive discipline for violations

Mandates that emergency communications go through school management systems and requires parents to contact schools directly rather than students' devices during school hours

Exempts students whose IEP, Section 504 Plan, or medical plan explicitly requires personal device use, and does not restrict school-provided equipment like laptops and tablets for educational purposes

Prohibits charter schools, strategic waiver school systems, and other public school entities from obtaining waivers to bypass these requirements
