Prohibits all insurers from increasing liability insurance rates in Georgia for a five-year period

Effective date of January 1, 2026, applying to all policies executed, delivered, issued, continued, or renewed on or after that date

Contains an automatic repeal provision, with the rate freeze expiring on January 1, 2031

Amends Chapter 1 of Title 33 of the Official Code of Georgia Annotated by adding new Code section 33-1-28
