Amends the process for filling vacancies on the Douglas County Board of Commissioners, distinguishing between temporary and permanent vacancies

Temporary chairperson vacancies are filled by majority vote of elected board members; other temporary vacancies require a public application process with advertisements on the county website and in the legal organ for two weeks

Applicants for temporary vacancies are disqualified if they don't meet residency requirements, have pending litigation against the county, have been convicted of or indicted for a felony, or fail to disclose political party affiliation status

Permanent vacancies with 6 months or less remaining are filled by appointment from the chief judge of the Superior Court of Douglas County; permanent vacancies with more than 6 months remaining trigger a special election under the Georgia Election Code

Takes effect upon the Governor's approval and applies to vacancies occurring on or after the effective date
