Amends the City of Doraville charter (DeKalb County) to revise procedures for filling vacancies in councilmember and mayor positions

Defines vacancy as occurring when an official resigns, dies, moves from the city, misses four consecutive meetings without approved leave, is adjudged incompetent, or is convicted of malfeasance, felony, or election law violations

Council seat vacancies with fewer than 12 months remaining are filled by mayoral appointment with majority council approval; vacancies with more than 12 months remaining require a special election

Mayoral vacancies must be filled through a special election held under the Georgia Election Code, regardless of time remaining in term
