Creates the City of Doraville Building and Public Facilities Authority as a public body corporate and instrumentality of the State of Georgia to acquire, construct, equip, maintain, and operate buildings and facilities for city governmental, proprietary, and administrative functions

Establishes a five-member board appointed by the Doraville City Council, with no more than two members being city council members; non-council members serve three-year terms while council members serve terms concurrent with their council positions

Authorizes the authority to issue revenue bonds payable solely from rents, revenues, and earnings of authority projects, with bonds and income exempt from all Georgia taxation; bonds do not constitute debt of the city or state

Grants the authority powers to acquire property, enter contracts and leases, accept grants and loans from federal and state sources, and pledge revenues as security for bonds; authority property is exempt from property taxes and not subject to levy and sale

Limits operations to within Doraville city limits; upon dissolution after full payment of bonded indebtedness, all authority property transfers to the City of Doraville
