Increases Georgia's maximum annual capital outlay funding authorization for school construction from $300 million to $375 million, starting with fiscal year 2027

Requires new elementary schools constructed on or after July 1, 2027 that include playgrounds to meet accessibility and inclusive design standards for children of all abilities

Mandates specific playground requirements: minimum 10,000 square feet, fenced enclosure, at least 20% shaded area, and unitary surfacing on at least 80% of the area

Requires playgrounds to include accessible components such as communication boards, ASL and Braille alphabet panels, adaptive swings, wheelchair-accessible equipment, and sensory panels
