Extends from June 30, 2026 to June 30, 2030 the provision allowing retired teachers with 30+ years of service to return to full-time classroom teaching while continuing to receive retirement benefits

Adds a second category of eligible returning retirees: certified teachers in mathematics, special education, reading, writing, or English language arts (reading/writing/ELA teachers must hold a dyslexia or reading endorsement)

Shifts determination of "areas of highest need" from Regional Educational Service Agencies (RESAs) to individual public school systems, based on the three content areas with the greatest percentages of unfilled teaching positions

Prohibits termination, resignation, or nonrenewal of any rehired retiree solely because their subject area is removed from the school system's areas of highest need

Effective date is July 1, 2026, contingent on concurrent funding under the Public Retirement Systems Standards Law; automatic repeal occurs if funding requirements are not met
