Adds Clay, Marion, and Webster counties to the Lower Chattahoochee Regional Transportation Authority, originally created in 2012

Expands the Authority's membership from the previous structure to 15 members, with two members appointed by each of the eight participating county governing bodies and a fifteenth member appointed by the other fourteen

Members serve four-year terms, with the appointing governing body retaining authority to remove members with or without cause

Revenue bonds issued by the Authority do not constitute debt of member counties and cannot obligate counties to levy taxes or make appropriations for bond payments

The Authority and its officers, agents, and employees receive the same tort immunity and liability exemptions as the member counties
