Amends the definition of "approved school" for Georgia's tuition equalization grant program to require proprietary institutions be accredited by SACSCOC as a Level VI institution (offering doctoral degrees)

Changes the establishment requirement from "in existence in Georgia for at least ten years" to "located in this state since on or before January 1, 2021"

Updates the compliance deadline from January 1, 2011 to January 1, 2021 for meeting all eligibility requirements

Revises terminology in approval criteria from "library sources" to "library resources" and from "physical plant facilities resources" to "instructional campuses, facilities, or other physical sites"

Eligible institutions must be baccalaureate degree-granting, domiciled and incorporated in Georgia, approved by the Georgia Nonpublic Postsecondary Education Commission, and have students eligible for federal Pell Grants
