Requires University System of Georgia institutions and Technical College System of Georgia units to acquire and maintain stock supplies of opioid antagonists (such as naloxone) for responding to multiple overdose events, subject to available community funding sources

Mandates opioid antagonist storage compartments be located within three feet of automated external defibrillators at institutions that have AEDs, subject to available community funding

Prohibits institutions from banning students, visitors, or employees from possessing opioid antagonists on campus property or at sponsored activities

Authorizes any university or technical college system personnel to administer opioid antagonists to anyone they believe in good faith is experiencing an opioid overdose, including before or after normal activities

Provides civil liability and professional discipline immunity to personnel who administer or choose not to administer opioid antagonists in good faith, and shields institutions from liability for removal or misuse of stored antagonists, except in cases of willful or wanton misconduct
