Establishes framework for Next Generation 9-1-1 (NG9-1-1) systems in Georgia, defining NG9-1-1 as an internet protocol-based system enabling public safety answering points to receive voice, text, pictures, and multimedia emergency requests

Expands Georgia Emergency Communications Authority's duties to include administering state ESInet deployment, establishing a network management center with cybersecurity protections, coordinating GIS data standards, and managing cooperative purchasing agreements for 9-1-1 equipment

Adds 3 new members to the Authority's board of directors: the executive director of Georgia Technology Authority (or designee), a cybersecurity subject matter expert, and a GIS data expert, all appointed by the Governor

Designates the Authority's executive director as the state 9-1-1 administrator for state and federal law purposes

Requires all new 9-1-1 systems established on or after July 1, 2025 to conform to wireless enhanced 9-1-1 or NG9-1-1 service standards with written confirmation from the Authority
