Motor vehicles owned by individual persons with Georgia titles issued before March 1, 2013, would be fully exempt from annual ad valorem (property) taxes

These pre-2013 titled vehicles would be classified as a separate subclassification of tangible property not subject to standard motor vehicle tax procedures

The exemption applies only to natural persons, not businesses or other entities, which remain subject to existing ad valorem tax rules

Effective date is January 1, 2027, applying to all taxable years beginning on or after that date
