Amends Georgia's State Sexual Offender Registry law to clarify that nonresidents moving to Georgia must register if they were required to register as a sexual offender "at the time of changing residence" under federal, military, tribal, or other state laws

Expands notification requirements for petitions seeking release from sex offender registration, requiring service on the sheriff of the county of intended residence and the chief superior court judge of that county, in addition to existing notification requirements

Grants the sheriff of the county of intended residence and the chief superior court judge of that county the right to request a hearing on petitions for release from registration requirements

Requires courts to send copies of any order releasing an individual from registration requirements or restrictions to the sheriff of the county of intended residence, in addition to existing recipients (Department of Corrections, Department of Community Supervision, Georgia Bureau of Investigation)
