Creates three new criminal offenses in Georgia: gift card theft (acquiring/retaining gift cards or redemption information without consent), gift card forgery (altering or tampering with gift cards or packaging), and gift card fraud (using false pretenses to obtain gift cards)

Using gift cards or redemption information obtained through theft, forgery, or fraud to acquire money, goods, or services also constitutes gift card theft

Penalties for all gift card offenses: imprisonment of 1 to 10 years and fines up to $5,000

Covers both physical and digital gift cards, including closed-loop cards (single merchant) and open-loop cards (multiple merchants), whether activated or not

"Value" is defined as the maximum potential economic loss, including the full face value of the card regardless of activation status
