Creates the Vince Dooley Battlefield Trust Fund and Program within the Department of Natural Resources to provide matching grants for acquiring Civil War, Revolutionary War, and War of 1812 battlefield sites in Georgia

Requires grant recipients to provide at least $1.00 in matching contributions for each $1.00 received, with grants capped at 50% of the appraised property value

Eligible battlefields must be listed in the 1993 Civil War Sites Advisory Commission Report or the 2007 National Park Service Report on Revolutionary War and War of 1812 sites

All acquired properties must include a perpetual conservation easement restricting use and development, with easements held by the Department of Natural Resources or another qualified holder

Up to 5% of fund moneys may be used for program administration, with annual accounting reports due to budget offices by January 1 each year
