Authorizes motorcycles to overtake and pass stationary vehicles in the same lane (lane filtering) when traffic is stopped at a signal, limited to speeds of 15 miles per hour or less

Requires drivers to stop and remain stopped at crosswalks when pedestrian-activated rectangular rapid flash beacons are activated

Makes it unlawful for pedestrians to activate rectangular rapid flash beacons at crosswalks unless they intend to cross the roadway

Adds a statutory definition for "rectangular rapid flash beacon" as user-activated devices with amber LEDs that supplement warning signals at unsignalized intersections or mid-block crosswalks
