Authorizes Toombs County to exercise all redevelopment powers under Georgia's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and undertaking community redevelopment projects

Requires a referendum on the Tuesday after the first Monday in November 2025 for Toombs County voters to approve or reject the redevelopment authority

Mandates public notice of the election be published once at least 90 days before the vote and once weekly for two weeks immediately preceding the election in the county's official organ

Section 1 granting redevelopment powers takes effect only if more than half of votes cast approve; otherwise the Act automatically repeals on January 1 following the election

Toombs County bears all expenses for conducting the referendum election
