Establishes a permanent absentee voter list allowing Georgia electors to request absentee ballots for all future regularly scheduled primaries, elections, and runoffs with a single application

Requires the Secretary of State to include an option on absentee ballot applications for voters to select permanent absentee status

Removes voters from the permanent absentee list if they are moved to the inactive voter list or if they voluntarily opt out of the program

Maintains existing requirement that separate applications are still needed for special elections and special primaries

Requires the Secretary of State to track and make publicly available data on which electors have selected the permanent absentee ballot option
