Amends Georgia Code Section 21-2-540 to expand the dates when special elections presenting questions to voters can be held in odd-numbered years to include state-wide special primaries or special elections, in addition to the existing third Tuesday in March and Tuesday after the first Monday in November

Expands the 90-day advance call requirement for special elections held in conjunction with state-wide elections to also apply to state-wide special primaries and state-wide special elections

Exempts special elections held on the same date as state-wide special primaries or special elections from the 90-day call requirement if conducted completely separately with different ballots, equipment, facilities, poll workers, and paperwork

Maintains the existing requirement that at least 29 days must pass between the call of a special election and the holding of that election

Takes effect immediately upon approval by the Governor or upon becoming law without such approval
