Removes Code sections previously held unconstitutional, including provisions on disrupting lawful meetings, criminal street gang evidence rules, profane vehicle stickers, and cross-boundary garbage transportation restrictions.

Updates outdated federal law references throughout the Georgia Code, replacing "No Child Left Behind Act" with "Every Student Succeeds Act" and "Education for All Handicapped Children Act of 1975" with "Individuals with Disabilities Education Act."

Revises terminology from "trout streams" to "trout waters" across environmental buffer requirements, maintaining 50-foot buffers for primary trout waters and 25-foot buffers for small springs averaging 25 gallons per minute or less.

Corrects unconstitutional provisions in traffic violation bureau jurisdiction, income tax penalties (capping failure-to-pay fines at $1,000), and local occupation tax authority while requiring public hearings before adoption of occupation tax ordinances.
