State Election Board restricted to promulgating, amending, adopting, or repealing nonemergency election rules and regulations only during odd-numbered years, effective after July 1, 2025

Emergency rules permitted only in circumstances of "imminent peril to public health, safety, or welfare"

Emergency rulemaking requires public notice plus email notification to the Governor, Lieutenant Governor, Speaker of the House, election committee chairpersons, Secretary of State, legislative counsel, and registered political party chief executives

Board must certify in writing that any emergency rule was made in strict compliance with statutory requirements

Provisions of this Code section supersede any conflicting provisions in the Georgia Administrative Procedure Act
