Expands Georgia Environmental Finance Authority's scope to include financing and performing duties for natural gas facilities, specifically pipelines, storage tanks, and distribution systems outside certified areas of nonmunicipal gas companies

Adds "natural gas facilities" to the definition of "environmental services" alongside existing water, sewerage, and solid waste facilities

Creates new statutory definition for "natural gas facility" referencing infrastructure for storing, supplying, and distributing natural gas

Extends limited liability protections for Authority members, officers, and employees to cover natural gas systems owned by local governments

Grants the Authority explicit power to promulgate and adopt rules and regulations to carry out chapter purposes; effective upon Governor's approval
