Municipalities must file reports for both annexations and deannexations with the Department of Community Affairs, the Legislative and Congressional Reapportionment Office, and the county governing authority within 30 days after the end of the quarter when the action becomes effective.

County approval is required for annexations in counties where an airport owned by the county or local authority is adjacent to 9,000+ acres of property currently or formerly owned by a municipality with no incorporated territory in that county.

County approval is required for annexations by municipalities located in both a regular county and a "massively municipalized county" if the municipality has two at-large councilmembers and at least two district/ward councilmembers.

Deannexations are limited to no more than ten parcels per action and require county governing authority consent; if the county owns all parcels and consents, the municipality must approve within 90 days unless it finds the deannexation would harm health, safety, or welfare.

The act takes effect upon the Governor's approval or upon becoming law without such approval.
