Establishes reciprocal discovery requirements in misdemeanor cases, requiring defendants who elect discovery to provide prosecutors with witness lists including names, addresses, dates of birth, and telephone numbers within 10 days of receiving the state's witness list

Requires prosecutors to provide witness lists, defendant statements, police incident reports, supplemental reports, and scientific reports at least 10 days before trial when defendants elect discovery

Creates new alibi defense disclosure requirements where defendants must provide written notice of alibi locations and witness information within 10 days of receiving prosecution's discovery response or 10 days before trial

Authorizes courts to impose penalties for noncompliance by either party, including ordering discovery, granting continuances, or prohibiting introduction of undisclosed evidence or witnesses upon showing of prejudice and bad faith

Removes the article's applicability to pre-1995 felony cases, limiting discovery provisions exclusively to misdemeanor cases going forward
