Removes the prohibition preventing counties from receiving grants under both Code Section 12-6A-12 (Outdoor Stewardship Trust Fund grants) and Code Section 48-14-1 simultaneously

Allows counties with 20,000+ acres of unimproved state-owned property under Department of Natural Resources control to potentially qualify for multiple grant programs

Eligible counties must have state-owned property exceeding 10% of taxable real property and representing 10% or more of the assessed tax digest

Grants reimburse counties for public services provided to the Department of Natural Resources, calculated annually by December 31

Maintains the 10% cap on Outdoor Stewardship Trust Fund moneys allocated to grants offsetting local taxes in any fiscal year
