Creates the Public Facilities Authority of the City of Fairburn as a public corporation and instrumentality of the State of Georgia to finance and provide public facilities, equipment, and services within the city

Authorizes the authority to issue revenue bonds and other obligations to fund capital projects including utility systems, emergency facilities, recreational facilities, public safety buildings, educational facilities, and government administrative buildings

Governing board consists of the same members serving on the Development Authority of the City of Fairburn, with terms coinciding with their development authority service; members receive no compensation but may be reimbursed for expenses

Revenue bonds are not general obligations of any public body and do not pledge the faith and credit of the city, county, or state; bonds and authority property are exempt from state taxation and ad valorem taxes

Authority cannot impose taxes or exercise eminent domain power; contracts with public bodies or private persons may extend up to 50 years; operations limited to City of Fairburn territorial limits
