Establishes the Jimmy Carter Award for Civic Engagement to recognize Georgia public schools with high rates of eligible student voter registration

Gold level award requires 100 percent of eligible students to be registered to vote

Silver level award requires 85 percent of eligible students to be registered to vote

Department of Education must develop policies and procedures to recognize qualifying schools

Amends existing law requiring public schools to provide eligible students an opportunity to register to vote at school during April each year
