Authorizes third-party development of an electronic temporary operating permit issuance system for motor vehicle dealers, with permits valid for 45 days from purchase date and issued without charge to vehicle purchasers.

Allows the Department of Revenue to suspend dealer access to the electronic permit system for violations, with an informal review process within 10 business days and formal hearings within 30 days; civil penalties up to $100.00 per violation may be imposed.

Grants the Department of Public Safety authority to regulate motor vehicle immobilization operators ("booting"), limiting immobilization to jurisdictions that have authorized it by ordinance and requiring posted notice with company contact information and fees.

Doubles title ad valorem tax penalties for Georgia residents who own at least 50% of a "passive entity" (out-of-state entity holding assets) that fails to register a motor vehicle within 60 days of the registration deadline.

Requires non-franchise dealers who acquire vehicles without original certificates of title to obtain title in the dealer's name before resale, and authorizes civil penalties up to $500.00 per transaction for dealer recordkeeping violations; effective January 1, 2026.
