Authorizes motor vehicle insurers to exclude named individuals from coverage under a policy, provided the insurer reports the excluded driver to the Georgia Department of Revenue

Requires insurers to notify the Department of Revenue when excluding a driver, including insurer contact information, vehicle identification number, make/year of vehicle, policy effective date, and excluded driver's name

Excluded drivers operating a vehicle without proof of other effective insurance will receive a uniform traffic citation for operating without proof of insurance

Vehicle owners who knowingly allow an excluded driver to operate their vehicle (knowing the driver lacks other insurance) face a misdemeanor charge with fines of $200 to $1,000, up to 12 months imprisonment, or both

Effective July 1, 2027, applying to all motor vehicle insurance policies issued, delivered, or renewed in Georgia on or after that date
