Creates a finance director position for the City of Cartersville who serves as ex officio treasurer and must maintain accurate accounts of city receipts and expenditures, with a required surety bond of at least $100,000

Removes ex officio treasurer duties from the city clerk, limiting that role to recordkeeping, attending council meetings, maintaining the city seal, and certifying official records

Authorizes the Municipal Court of Cartersville to charge a technology fee up to $20 as a surcharge on criminal and quasi-criminal fines

Technology fee funds must be kept in a segregated account and used exclusively for court and police department technology needs, including computer hardware/software, imaging and communications equipment, and body-worn cameras

Technology fee authorization expires July 1, 2030, but may be renewed by city ordinance for subsequent five-year periods
