Establishes the State Board of Trailer Manufacturers, a 9-member board including 3 experienced manufacturers, 3 state association members, 1 public member, and the commissioners of public safety and driver services as ex officio voting members

Requires trailer manufacturers in Georgia to obtain a license ($150 application fee, $1,500 annual licensing fee) and maintain an established place of business with liability insurance and NHTSA-approved manufacturer identifier

Mandates licensees retain vehicle identification numbers and sales records for 5 years and submit annual reports of all trailers sold to the board by December 31

Authorizes the board to conduct facility inspections, require continuing education for license renewal, and suspend or revoke licenses for noncompliance after a 90-day cure period

Manufacturing trailers without a license constitutes a misdemeanor offense, and the board may seek injunctions against unlicensed operators
