Adds the Insurance Commissioner as a new member of Georgia's Behavioral Health Coordinating Council, which coordinates mental health, developmental disabilities, and addictive disease services across state agencies

Creates a parity compliance review panel within the Council composed of 4 state agency commissioners/designees and 6 appointed members including mental health clinicians, facility executives, and mental health advocates

Requires health care providers to report suspected violations of mental health parity laws (Code Sections 33-1-27 and 33-21A-13) by health insurers to the new panel

Authorizes the panel to evaluate complaints, request additional information from insurers regarding medical necessity determinations, and recommend punitive actions to the Insurance Commissioner or Commissioner of Community Health

Directs the panel to create culturally and linguistically sensitive educational materials about mental health parity rights and complaint processes, available in multiple languages and formats
