Mandates annual board elections with results filed with the Secretary of State's Corporations Division within 30 days; associations must maintain electronic ballot scans for one year and certified election records kept for 3 years

Creates election contest process allowing unit/lot owners to file petitions with the Secretary of State within 7 days of election filing; decisions rendered within 15 days of association's answer

Eliminates quorum requirements for annual meetings, allowing decisions and elections to proceed regardless of attendance; authorizes Secretary of State to investigate complaints, enforce compliance, and impose penalties for violations
