Removes the requirement for licensed physician oversight of automated external defibrillator (AED) programs in Georgia K-12 public schools

Requires schools to have bleeding control kits approved by the American College of Surgeons, obtained through the Georgia Trauma Commission Bleeding Control Kit Program

Mandates training for internal response team members on bleeding control kit use through American College of Surgeons instructional programs, in addition to existing CPR and AED training requirements

Expands emergency action plans and response team responsibilities to cover severe bleeding emergencies alongside cardiac arrest situations

Effectiveness contingent upon specific appropriation of funds by the General Assembly
