Eliminates the separate used car division and used parts division within the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers, consolidating all powers and duties under the unified board

Reduces board membership from 14 to 10 members by removing positions for auto salvage pool operator, rebuilder, pawnbroker, and two public members while retaining representatives from used car dealers, used parts dealers, automobile auction industry, automobile insurance industry, and the state revenue commissioner

Requires licensees changing business locations to submit a change of location application at least 30 days prior to relocating, with photographs of the new location and applicable fees

Adds grounds for license revocation if a dealer vacates their place of business for 30 days or more without submitting a change of location application

Authorizes the board to set temporary site permit fees (removing the fixed $100 fee) and to establish minimum size requirements and standards for established places of business
