Allows scholarship amounts for students with expedited first Individualized Education Programs (IEPs) to be calculated based on services in the IEP when it takes effect, rather than waiting for the next enrollment count, with revision at the subsequent enrollment count.

Requires the Department of Education to electronically deposit scholarship payments endorsed by parents directly into participating school accounts, with mailing as a backup option.

Mandates the Department provide estimated scholarship amounts within 30 days of final enrollment count and appropriations adoption, and actual scholarship amounts no later than July 15 each year.

Creates a 30-day written appeal process for parents who believe their student's program weights were incorrectly reported by the local school system, with the Department required to respond within 30 days.

Expands the annual report to include medical or behavioral conditions that participating schools currently accommodate or are able to accommodate, with demographic data disaggregated by age, grade level, gender, race, ethnicity, and free/reduced meal eligibility.
