Removes the two-term limit for members serving on the State Licensing Board for Residential and Commercial General Contractors and changes board member requirements from being a current public building official to having experience as one

Modifies experience verification requirements for contractor license applicants by requiring sworn affidavits from employers or persons with knowledge attesting to the applicant's qualifying work experience

Eliminates the requirement that residential-light commercial applicants must have completed two projects in their category within four years preceding application, and removes certain prior experience requirements for baccalaureate degree holders

Changes board quorum requirements from requiring "at least four" division members to requiring "a majority" of division members for actions on matters under a division's authority

Adds a new disciplinary ground allowing the board to take action against licensees who knowingly permit use of their license by unlicensed individuals or unauthorized business entities
