Removes the income cap from the existing City of College Park homestead exemption that provides a full exemption from municipal ad valorem taxes for residents who are disabled or age 65 or older

Amends the original exemption established May 1, 2023 (Ga. L. 2023, p. 3696) by eliminating the income eligibility requirement while maintaining the age and disability qualifications

Requires a two-thirds majority vote in both the Georgia Senate and House of Representatives to comply with constitutional requirements

Mandates a local referendum on the Tuesday after the first Monday in November 2025 for City of College Park voters to approve or reject the change

If approved by voters, the exemption changes take effect January 1, 2026; if not approved or the election is not held, the Act automatically repeals 365 days after the scheduled election date
