State health benefit plan prohibited from covering expenses for "transition related interventions" beginning January 1, 2026, defined as medical procedures enabling individuals to identify with or live as an identity inconsistent with their sex at birth

State healthcare facilities, state-employed healthcare providers, and state correctional facilities barred from providing any transition related interventions to patients or incarcerated individuals

Medicaid recipients ("medical assistance") explicitly excluded from coverage for transition related interventions

Covered procedures include surgical modifications to tissues, cavities, or organs, as well as puberty blockers and hormone treatments administered for gender transition purposes

Exceptions permitted for treating congenital defects, precocious puberty, disease, physical injury, or complications from prior procedures, but not for continuing gender transition treatment; individuals and local governments may still purchase separate coverage using non-state funds
