Allows existing property owners' associations to submit to Georgia's property owners' association statute (Article 6, Chapter 3, Title 44) by a 75% vote of the association, with recordation of an instrument certifying the vote

Reduces the maximum threshold for amending association instruments from 80% to 75% of association votes and mortgagee voting interest

Associations submitting to the article with amendment thresholds exceeding 75% may retain those higher thresholds if they vote by majority to do so within one year of submission; otherwise, thresholds automatically reduce to 75%

Preserves declarant rights to approve amendments while they still own lots for sale, and maintains existing mortgagee rights under the article
