Creates new felony offense for providing material support or resources to terrorism, punishable by up to 20 years imprisonment and/or fine up to $100,000

Defines "material support" broadly to include currency, financial services, lodging, training, weapons, explosives, personnel, transportation, false documents, and communications equipment (excludes medicine and religious materials)

Criminalizes knowingly providing material support to designated foreign terrorist organizations as identified under federal law (8 U.S.C. Section 1189) and Executive Order 14157 as of March 6, 2025

Exempts activities authorized by governmental or law enforcement agencies and legal services provided by attorneys to individuals accused of crimes

Requires interpretation consistent with federal case law on 18 U.S.C. Sections 2339A and 2339B (federal material support statutes)
