Grants sovereign immunity to local government authorities with less than state-wide jurisdiction, providing the same legal protections from tort and negligence liability currently afforded to counties

Defines covered "authorities" as instrumentalities of the state, county, or municipality created for specialized public purposes, or organizations that can issue debt for public purposes independent of state/local government

Caps damage awards at $1 million per claimant from a single authority per occurrence, with an aggregate cap of $3 million per authority per occurrence

Prohibits punitive or exemplary damages and pre-judgment interest against authorities; post-judgment interest set at 7% annually and must be included within the aggregate damage cap

Applies only to acts or omissions occurring on or after July 1, 2025, and does not waive constitutional immunity requirements that claimants must plead and prove
