Authorizes creation of one or more community improvement districts (CIDs) in Bartow County to provide infrastructure services including street construction and maintenance, parks, storm-water and sewage systems, water distribution, and parking facilities

Requires activation through governing authority resolution plus written consent from a majority of property owners representing at least 75% of property value within the proposed district

Allows districts to levy taxes, fees, and assessments on nonresidential real property up to 5 mills, excluding residential, agricultural, forestry properties, and tax-exempt properties

Establishes a minimum seven-member board with two members appointed by Bartow County, one by each municipality within the district, and the remainder elected by property owners at biennial caucuses

Grants districts authority to issue general obligation bonds (maturing up to 40 years), incur debt backed by district taxing power, acquire and dispose of property, and enter contracts up to 50 years with government entities
