State Board of Education to establish a five-year pilot program providing up to $3 million annually to local education agencies, beginning with the 2027-2028 school year, to increase school counseling and postsecondary preparation services in secondary schools

Grant funds may be used to hire additional school counselors, provide professional development, and expand college preparation services, with priority given to schools with above-average dropout rates or students eligible for free/reduced-price meals

Applicants must describe partnerships with postsecondary institutions and community organizations, early warning systems for at-risk students, and plans to sustain services after the grant period ends

Department of Education must develop the application process by January 1, 2026, with applications due by November 1, 2026, and provide annual assessment reports to the State Board beginning October 1, 2028

Pilot program automatically repeals on July 1, 2033, with the act taking effect July 1, 2025
