Authorizes the City of Demorest, Georgia, to exercise redevelopment powers under the state's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and incurring other redevelopment-related obligations

Requires a referendum on the Tuesday following the first Monday in November 2025 for Demorest voters to approve or reject the redevelopment authority

Mandates election notice be published once at least 90 days before the election and once weekly for two weeks preceding the vote in the official organ of Habersham County

Redevelopment powers take effect immediately if more than half of voters approve; if rejected or the election is not held, the Act automatically repeals on January 1 following the election date
