Prohibits any rule, statute, or executive action from limiting the number of bills or resolutions a General Assembly member may introduce, deeming such limits unconstitutional restrictions on the legislative process

Requires physical, recorded votes for electing the Speaker of the House, Speaker Pro Tempore, and President Pro Tempore of the Senate

Mandates that adoption or amendment of legislative chamber rules require open debate, a recorded vote, and two-thirds majority approval, with individual votes entered into the legislative journal

Creates a Legislative Constitutional Counsel position to provide independent legal support to all General Assembly members on constitutional rights and legislative procedures, appointed by two-thirds vote of both chambers

Grants legislators standing to challenge in court any attempt to suppress their ability to file legislation, with representation provided by the Legislative Constitutional Counsel's Office
